I'd describe it as a forward brush cut that was cut by someone who has not exactly mastered cutting the front of a forward brush cut.
Since this is a test for barber school, here is the answer. Professional barbers in the USA don't use clipper guards to taper. Barbers taper using the following methods: clipper over comb, shears over comb, freehand with a clipper.

The bangs of a forward brush should not be blocked off with a clipper in a straight line across the forehead. That does not fully suit.
