Can an apartment complex do this?

My move in date has been March 1st for the last 6 weeks with this apartment complex. I have completed all the paperwork they needed and was able to get replacement social security cards and birth certificates for myself and my kids. I have also paid their security deposit. Not once have I received a phone call from this place. I live less than a mile away now so I usually drop in before I have to go to work. They are renting me the demo unit, they just need to move the furniture out and clean it up. They had 4 weeks to do this. I am at the week of my move it, I have the energy company scheduled to turn the power on in my name on the 1st and my satellite company to move my service on the 2nd, and my furniture will be delivered on the 3rd. Yesterday I stopped in to see what I need to bring on Thursday and when to come in and sign the lease, and was told that my apartment is NOT ready, the furniture is still in there and they don't know when they will move it or when it will be ready!!! I feel they would've at the LEAST called or let me know somehow. I've been up there multiple times to get my address and other information and not a word but you are set for the 1st. I've paid my energy company over $1600 to turn on my services and now once I cancelled the turn on date, I was told I'll have to pay more $$$ to have it turned on if I move in a month or so. (I had an outstanding bill of over $3200 my husband left and I had to pay a deposit to turn it on) I do not believe this is right or fair. I've had to cancel everything and now I'm left with all this furniture and no where to put it. What should I do???

Update:

There is no signed lease. I cancelled everything because I'm not gonna pay for electricity in an apartment that I don't live in. I'll be paying for them to show others the model apartment. And where will I store the furniture? Their paperwork shows a move in date of March 1st. I should be signing a lease on the first. But I was told the apartment is not ready and they don't know when. Just wait for us to call you once it's ready.

    Your agreement with this complex was to begin renting an apartment on March 1 (this is why you paid a security deposit). They must provide an apartment unit equivalent to the one you agreed to rent on March 1. I don't understand why you canceled the turn on date because this apartment complex has to give you an apartment.

    Please, next time don't provide the security deposit without the signed lease.

    your really lucky that the furniture is the biggest issues, most people would be concerned about where to live.

    I guess you should find a new place to live or stay where you are at, since it seems to be working out.

    Why did you cancel everything? Why did you not simply sue the complex - assuming the start date of March 1 is the date clearly shown on your lease

    Sound fishy. IF YOU HAVE A SIGNED lease, they MUST provide a unit comparable to what was written into your lease.
