Plants, like people, have a strong will to survive. Some of the garlic may grow, maybe all of it. The roots will have to go down and the greenery come up which makes it a lot more difficult. The garlic that does grow, I suspect, will not be as big because it's going to have to put a lot more effort into just getting greenery. When did you plant it? If you've just planted it, just dig it up and replant. If you planted it last fall it should be poking up by now (mine is already a few inches high and winter is not over in Central IL). If you planted it last fall and it is not showing signs of life yet, then what do you have to lose by digging a few bulbs up to see if they are recovering from your mistake on their own?

i would dig it up and re plant
you have nohing to loose and garlic is VERY hardy
it will withstand replanting if its not been in there weeks

Just dig them up and plant them right side up. It won't take long, and it'll be a lot happier.
