How effective were the Victorian policing with the case of Jack the Ripper.?

Really stuck on the conclusion. I really need some other opinions to reach a judgement.

    They did not have the modern resources for detection.

    There are others - and if any sources look too similar you might need to look for additional ones to get a good spread.

    BBC America showed an excellent film on Jack the Ripper that gave what I think is the best theory as to his identity. (He was a German merchant sailor who esceped to America and committed similar crimes there.) The film also shows how the press and the inadequate police work hampered the case in England. Bilbo is right, however, in that the police simply didn't have the technology to handle a CSI properly.
