can a beneficiary change the beneficiary?

My mother passed away in February, on her IRA she left my step father as the beneficiary. He is wanting to remove his name as beneficiary and make me sole beneficiary due to his declining mental and physical health. My mom has no estate or will. My question is can he legally change or remove himself from being beneficiary?

    I would assume that he can have a legal document drawn up that ensures the proceeds will be given to you. Alternatively he could just give the money to you.

    Such a legal question should be ask of a lawyer to be sure.

    a) he can give it to your.

    or

    b) he can "disclaim" it so they he doesn't get it, but in that case he doesn't direct who it goes to.
