If you are referring to a particular person, then it's probably true. When you break up with someone you don't love, you probably won't cry. But if you lose a person that you truly love, then it's true, you will cry.

People cry over lots of things, so in that sense, it's false. It's also false to assume that you must have loved someone because you cried over them.
