how do I read a topography?

How do I read a topography done by a survey company. What does, for instance, +493.33 mean? Does the higher the figure mean the land elevates? Here is the picture that's part of my topo

    That's a very dodgy topographic map. Anyway.

    I'm guessing that the numbers 492 and 492 are identifying the elevation above sea level of the ground in metres. The numbers in between? I've never seen those before but I'm guessing it's the same thing. I've never seen another map that does this though.
