My Toshiba Laptop Refuses to Access Certain Websites?

I had the same problem with my other Toshiba. I'm using Windows 7. I've checked my firewall, I've changed web browsers, the whole nine yards. Why does it refuse to access certain websites at certain times? I get a message on Google Chrome that says, "Unable to access the network." Does anyone have any solutions?
