What happens now is exactly what would happen had you hit a driver with insurance. You are still responsible. The only difference is that the other driver won't have the benefit of an insurance company to represent them throughout the process.
In most cases, drivers without insurance see dollar signs when they are in an accident and are not at fault. So definitely report it to your insurance company ASAP. Expect that the other driver is going to hire an attorney and sue you for damages. However, since you have insurance, you company will negotiate a settlement and cover you up to you limits on liability.

If you're at fault, you're at fault. You still have a responsibility to cover their damage. Their uninsured status didn't cause the accident.

If you crashed into him, what difference does it make if he has insurance or not? You are liable for his damages and/or injuries. You're going to need insurance, not him.
