Serial Port error, "This device cannot start. (Code 10)"?

Question

On my HP Mini 100 I got this error trying to connect my Palm Tungsten.

I have looked for new drivers, with no results
I have removed the Com and LPT Ports and USB ports then reinstalled them, still the same error.

I've checked the BIOS, there is no place to enable/disable I/O devices and no BIOS updates available.

Any suggestions would be ***Greatly Appreciated***

That is usually a driver cannot access the hardware. 
A COM port on that machine may be a modem port (?) That would mean you need to load the modem drivers.
Otherwise, any virtual COM port would be via the USB drivers, and that may depend on the Palm device, if it requires any drivers as well... Check for the Palm device, see if there are any drivers for it for your version of windows.

there are no 64 bit drivers for the Tungsten for Win7 (that was a while back). That implies that you do need drivers for that unit...

this is usually a driver problem, and thats the advice from microsoft
get the latest drivers installed. so how do these two connect?

hp mini 100 does not pin down the exact model for downloads.
especially since there are also hp mini 1000 too.

there are also lots of different palm tungstens too.

perhaps we need some more details first.
