A city, skeletal system is the buildings. Digestive is the waste removal services. Circulatory is the traffic and movement of people about. The immune system is the policing services, yes. The nervous system is the network of communication systems- mail, email, internet, phones.

Brain is the governmental building/mayor or whatever, that runs the city.
