How much do you think this military ring is worth - maybe $20?

The ring itself is made of steel, and has a supposedly fake gem in the center with a red ruby appearance. It was bought in 1988, and declares "FIELD ARTILLERY" engraved semi-circle around the top half of the gem; "U.S. ARMY" engraved semi-circle around the bottom half. On the right side of the ring, you have the U.S. Army emblem engraved quite beautifully, and on the left side of the ring you have two cannon turrets, with "ARTILLERY USA" engraved below it.

How much do you think it's worth?

Nothing. You might be able to sell it to a Army/Navy surplus store for $4-5 and they might be able to get $10 for it, if they are really lucky. Many surplus stores have a lot of these junk rings around for sale.

If it were gold or silver ring, the value goes up with the metal content. Gold is at $1700/oz and silver has been running about $34/oz. The steel in the ring has no value and you mentioned that the stone was fake gem stone which also equates to no value.

PS: You might try listing it on ebay, but keep in mind that there are some upfront listing fees that you will have to pay. Before you list, scan current listings for a similar ring and track the bid progress if there is one listed.
