I love quinoa, but have a friend who cannot eat seeds and wondered if you can eat quinoa if you cannot eat seeds.

Well technically quinoa is a seed, so it would depend on why your friend can't eat seeds. If the person cannot eat seeds due to digestive tract issues (like diverticulitis) then I would think that quinoa would be something they couldn't eat.

Exactly how far does her restriction on seeds go? Is she just allergic to the seeds we think of as seeds, like sesame, or all seeds of all types?
Is she allergic to rice? Buckwheat? Amaranth? All grains and pseudograins are the seeds of their respective plants. If she is allergic to amaranth, I'd say definitely avoid quinoa. If not, ask her to talk to her doctor and get tested to see.
Is she allergic to berries? All berries are fruits that contain seeds of their plants. How about squash? Cucumber?
I have heard of LOTS of folks who are allergic to sesame and certain other seeds, but allergy to quinoa is extremely rare and is not related to sesame.
So there is a slim chance she might sensitive to quinoa, because it is technically possible to be allergic or sensitive to anything. But it is very, very unlikely.
Just in case, it probably isn't wise for her to just start eating it without supervision from her doctor.
