help! boy told me he loves me...?

this guy that i was dating told me he loved me on sunday, and tuesday i broke up with him because i wasnt ready for that. I found out later that he was extremely hurt by me breaking up with him after he told me he loved me, and I was devastated. I told him a couple days later that I want to date him, but that it was really intense for me to hear that. He's told me that it's up to me now what happens, but he said he's really hurt by it. What should i do? He hasn't texted me but I want him to know that I still like him and want to date him. Should I text him and tell him that i'm sorry?
