Why am I always one number too short?

"Use the length of the shorter leg to find the length of the hypotenuse. Write an equation and solve.

hypotenuse length = 2shorter leg length

v = 2 · 10 Plug in

v = 20 Multiply

So, v = 20 inches."

And I came up with 19 but they come up with 20, I always am 1 number too short to get the answer correct!

Does anyone know why?!

I can't understand what I'm doing if I don't know what I'm doing wrong.
