Sims 3 -- Naked with Boots and Half & Half Babies?
I know it is from some piece of CC, I just can't figure out which. I was hoping that there might be a way to fix it without having to uninstall everything. It's super annoying and I haven't played in a while strictly because of that. I download from Mod The Sims and the Exchange. If any of you have had this, let me know how to fix it.

If by half and half babies, you mean newborn babies that are literally half black and white, I know what the issue is. There is a t-shirt with a vampire girl on it; delete it. The creator must have made it availabe for all ages because it is what is creating the half and half babies. Boots and naked is from downloading a modded version of the base game lace up boots and a "naked outfit." They too are available to all ages and can cause serious glitches. Remove them and the issues should be gone. Hope this helped. (:
