What exactly is the status of same-sex marriage in Japan?

I know it's legal to be openly homosexual, to have Sex Reassignment Surgery, and to serve openly in the military, but when it comes to same-sex marriage in Japan, I'm confused. First I heard that Japan had passed a bill in 2009 that would recognize the marriage of Japanese citizens to same-sex partners if the marriage was performed in a country where same-sex marriage is legal. Then, I heard that the bill was only proposed and never actually passed. Now, I'm reading on various websites that international same-sex marriage is legal for Japanese citizens to enter into, but that it is still not recognized by the Japanese government. Which one of these are true? Site sources, please.

    Homosexuality is legal, but however they don't recognize homosexual marriages or relationships for that matter. It's more of a hush-swept under the rug thing. Right now it's very confusing, because last time I heard it has been proposed but not passed. As of right now it has not been legalized.
