What exactly is the status of same-sex marriage in Japan?

I know it's legal to be openly homosexual, to have Sex Reassignment Surgery, and to serve openly in the military, but when it comes to same-sex marriage in Japan, I'm confused. First I heard that Japan had passed a bill in 2009 that would recognize the marriage of Japanese citizens to same-sex partners if the marriage was performed in a country where same-sex marriage is legal. Then, I heard that the bill was only proposed and never actually passed. Now, I'm reading on various websites that international same-sex marriage is legal for Japanese citizens to enter into, but that it is still not recognized by the Japanese government.
