My friend gave his personal information to a scammer, what can he do to protect himself?

He obviously didn't know it was a scam at first. I'm most concerned that he gave his passport number, but he also gave basic info like his name, address, phone number. What sort of damage can they do with his passport number? What action should he take now?

    He needs to contact his local police and his national passport office. Having his passport number means the scammers can make a fake ID in his name but their photo and use it to run all sorts of scams or even attempt to travel on it
