They are about as neutral as anything can be that is written by humans. Associated Press is somewhat the same, and probably for the same reason. They sell their product to a large number of consumers, whose political stances range all over the spectrum. So it would be senseless for Reuters, or AP, to inject a political viewpoint that would be out of keeping with that of their clients (newspapers, TV and any other organization that carries news.)

I have seen Reuters coverage for many years, and would think they do not try to slant stories to the right or left.
They cover news, not invent it.
