Can't find a job..running out of options?

I live in Terre Haute, Indiana. I have applied at anywhere and everywhere I can..from taco bell, to walmart, to pet stores) I can't seem to get anyone to call back. I'm a senior in high school and going to college in the fall but I can still work full - time. The thing is..I've never had a job so I don't know if this is what's holding me back or not. Under the resume part I did list babysitting. Any tips on landing a first job, I really need one. Thanks!

Update:

Oh and I have no felonies or any trouble with the law and I am a good student.

Many teens get their first job as summer employees, e.g. camp counselors, lifeguards, etc

It helps if you have something that sets you apart (in a positive way) from all the other applicants.

Network - start by talking to people who have jobs, e.g. the parents of your friends. Find out about the place where they work, are they hiring, what sorts of persons do they look for, etc. Ask if they can introduce you to other adults who are working at jobs that might interest you. And so forth.
