Help me for my debate: Pro banning the use of handhelds while driving?

Here is my plan

A threat to society, the use of handheld devices while driving should be banned. To rid the country of this danger, we plan to create a nationwide law which prohibits the use of handheld devices behind the wheel, for drivers of all ages. This law will be deployed in the Summer of 2012. We’re confident that this will work, for example, in British Columbia, a law was created against the use of handhelds while driving, and since it's been passed, its been proven that the accident rate decreased by 12 percent. (handsfreeinfo.com) To enforce this law, police cars will be monitoring the roads. As a consequence for the use of handhelds while driving, three tickets will be allotted, the first costing $260 for regular drivers, and $450 for bus and truck drivers. From there, with each new offense, $50 will be added to the next ticket. After three offenses, the driver’s license will be revoked for three months.

please question this plan and go against it. you could question the price of the tickets and such for example. thanks a lot!
