Because the polar ice caps are a great place for a ballistic missile sub to hide
There is overhead cover, so you do not have to worry about being detected by air
And the noise the ice makes, grinding and breaking,
Makes it impossible for another submarine to ever find you under the ice caps
You can then punch throuh the ice caps, fire your missiles, then go deep again

The ability to surface undetected anywhere within range of a ballistic missile attack on the enemy puts some perspective on any nation's willingness to attack because they know the enemy is right under their nose below the ice somewhere.
