What has gone wrong with our Parliament?
An ordinary citizen having no political post makes one loose statement about the Parliamentarians which becomes a major national issue for our Parliamentarians, but not the serious incidents of sex racket in Delhi reported on the same day involving less than 14 year old girls, large number of incidents of corruption and black money, killing of an IPS officer by Mafias. Lives of we, Indians, are cheaper in the eyes of our Parliamentarians as compared to a petty loose statement about their character. If they are so confident of their contribution as Mr. Sharad Yadav reported with such an anguish in the Parliament, why should they be perturbed. If they are good as they claim, they are good and an ordinary citizen's comment should not dislodge them from their duties towards the citizens of India. They are wasting time of the Parliament in discussing petty issues concerning them and not concentrating on major national issues which are becoming serious day by day. Day in and day out we keep watching news of crimes, corruption, murders, rapes, inflation and not a single report of any serious action by the government. Parliamentarians have no time to take up these serious matters, but they keep fighting on not so important matters. Why don't they dedicate themselves to the jobs for which we have elected them rather than wasting time in trying to tackle Anna's team. If they do their jobs properly, it will automatically diffuse Anna's agitation. But instead of doing that they are acting in manners only to further provoke public outrage against them further adding fuel to fire. Why are they failing to see the writing on the wall.
Just now I watched IBN7 channel reporting a serious allegation by a person no less than the Chief of Army of he being offered Rs. 14 crores by a recently retired army man. Where is our country heading if our army is also corrupt?

Majority of parliament members are like their leaders.
Lot of things need to be discussed before answering this serious question.
First our PM has never ventured to direct route to enter Parliament so far by facing elections, he only got elected to Rajya Sabha always to enter through back door and though he may be a renowned economist, he do not know the actual state of majority poor of Indian Sub-Continent.
All political leaders want to be in power always by hook or crook and does not bother about bridging the gap between Poor and Rich, but they always want to be all powerful in authority and money.
Every opposition party talk of several issues and while they are coming to power they again repeat all untenable things only due to their greed over money again.
During Elections, public do not realise the value of their vote and they elect people by the influence of Shows made during election using the money power. There are people who sell themselves for money to vote there by the fate of country is decided by just 10% of such such people. A political party if can manage to buy 10% of such voters in a constituency, they safely win and try to loot several folds more. In this type of acts all political parties are behaving in same manner.
During Dr.A.P.J.Abdul Kalaam tenure as President, there was a bill "Office of Profit" in which an MP can be disqualified if he is holding another post in which a remuneration is paid. An opposition party MP was disqualified using that provision. After that disqualified MP probed and found there are more than 50 such other MPs in various parties in ruling as well as opposition parties also in the same state, there was an amendment bill came in Parliament to save all the MPs and in that particular bill all MPs of Parliament joined hands to protect all by making the amendment with retrospective effect to save over 50 MPs.
When the amendment bill came to President, he returned it stating the effect given retrospectively is not acceptable. But Manmohan Singh government, re-sent the bill for President approval which as per Constitution President can not refuse to approve. So without a consent, forcibly the approval obtained by Manmohan Singh government to save several MPs. There are MPs from all parties saved and no party opposed that move. Once in an Interview Dr.Kalaam referred this as an hardest moment in the tenure while signing that Bill.
In such situation, how can we expect MPs to discuss about Bringing back Black Money or Society related problems. They will discuss only their personal problem.
Until the poor mass of the country are enlightened about the atrocities of all politicians, it will be difficult to have a big change in country & governance.
Let us hope for a silent revolution in the minds of public to reject such politicians.
I will try to add more later.

There is no fault with the parliament. Only the people of India vote and elect wrong leaders. You are placing such people on the seat of merit for which they are not worthy.
Gadhiji refused any concessions and offers of Hospitality from the British Rulers and attended the Round Table Conference at England even during the coldest winter facing the chill, with just a loin cloth, saying that he did not want to waste more cloths when the fellow Indians were not able to afford even cloth and food to survive.
About the allegations in the Army, they might have been out of Professional Jealousy. Even if the people involved are not corrupt, a jealous person will stoop to any extent to achieve his target, which is not congenial to the Country's Security. The integrity of the next successor should be beyond any doubt or biases.

Though your statements on a literal level don't apply to us (Canada / US) we too feel that our parliaments are fiddling while Rome burns.
I would pose to you that the first job of any parliament is to safeguard the economy. In north America we are wrestling with criminal activity in our banking system. There shouldn't be that problem at all anywhere. A universal right of all nations should be a currency that is dependable. Governments must choose the exchequer as one of their most fundamental duties. I do not see that happening. Sometime you ought to look at how corrupt the gold and especially the silver markets are followed by real estate. I often ask people if they can divide a 14 digit number by a 9 digit number. You would be surprised how few can and how many fewer people know why I ask (the quotient is the debt created by the American Federal Government that each citizen and tax payer owes).
The next duty they have to make sure that criminal activity against the individual is thwarted. So often in Canada and the US the criminal's rights are protected, but the victim's are not (unless it is a highly paid athlete who creates the victim.)
I was never more upset than with the impeachment of Clinton. Hours days millions of column inches spent on his sex organs, not one moment on some of the legislation being proposed that would really effect all of us. Nuts, but it is the level that people understand.
Two mayors in our province about 45 years ago where brought before the newspaper's court of disclosure. One had taken 25 bags of cement from a construction site that had no more use for the bags. The other had made millions of dollars on secret information on which way the city was going to expand and he bought real estate using senstitive secret information.
Guess which one was re-elected.
Conclusion: not very many are educated enough to be parliament's watchdog.

i read this from your question.
very nice theory to read.
Theories are theories only and will never become practical. However, the main reason for all these is the question of stability of the government.

This is a cheap tactic to hide their own shortcomings and move all the media attention to less important things.
