Do this. Find the coolant temp sensor and unplug it. Its a 2 wire sensor, 1 black 1 yellow. After making sure the coolant is topped off, leave sensor unplugged, start the engine. The fans should come on automaticly within 3 to 5 mins. Thats because the ECM, not getting a temp reading from the sensor, will go into default mode thinking engine may overheat and turn the fans, that would mean the sensor has to be replaced. If fans fail to come on after 8 mins, then theres a problem. Plug sensor back in, start car turn on a/c. Fan come on? If has 2 fans a/c fan came on, main fan motor didnt it could be fuse, relay, fan motor or wiring.

1997 was a bad year for chevy configuring cooling systems. It was a factory recall, but it should kick on when the needle is straight up and down with the a/c on or the defrost on (depending on if the a/c is charged) which is about 225-230 degrees, which is much hotter than you think it should run. If they don't kick on at all, then you have a bad cooling system relay switch (the one that meters the coolant for the ecm for the purpose of running the fans) or it could be a blown fuse or relay in the under the hood harness boxes, or you could have wiring problems or bad fans, which is highly unlikely. Just let the car do its thing, see if they come on when it gets warm, and if they do, everything is working sufficiently. I have a heavily modified 1997 monte carlo with a 3400 sfi swap and lots of other goodies and have been through the same thing. I did some research on it, and a friend that is a certified gm mechanic that confirmed this problem to me.

This could be a bad coolant sensor. Your coolant temp sensor tells the fans to come on when its getting hot. Overheating can also be caused by a bad thermostat. This can be tricky since on thing triggers another. Be sure you are starting at the source of the problem. You can test the fan by unplugging it by the fan shroud, then take a couple of wires about 3 feet long and hot wire the fan off the battery. That can be tricky unless you have an extra set of hands or wires with alligator clips.
