Your neighbor probably signed a "conservation program" to reduce his property taxes. In the event he reneges and decides he wants to subdivide and build on the land, he will be penalized heavily with a very large tax. That program is becoming more and more popular amongst the children of farmers that want to keep the homestead and pay lower taxes.

I own 90 acres and also did sign up for the conservation program. At the time, I was told the rules and I am sure your neighbor knows them too.

For more information, contact your county tax department.
