Normal to load shells into the tube with the action all the way open on a shotgun?

Hello, I just purchased a used Savage Springfield model 67C in 20 Gauge pump. I know it is one of the worst shotguns ever made, but I got it for a good deal. After I bought it and a box of shells, I took it home and shot it. The problem that I realized with it is that I could not get the shells to stay in the tube, they would just bounce back out and not lock in. So I figured the shell stopper was bad and loaded it single shot. After I took it in the house to clean it, I messed around with it. Turns out that the shells with stay in the tube and load normally when the slide is all the way back and the action is completely open. I got 4 shells in there and took it outside and it shot like a normal pump shotgun should.

The thing that gets me is that I have one other shotgun, a Remington Model 31 in 12 Gauge pump, and you can only load the shells in the tube when the action is all the way closed. Is this normal for the Savage 67 to load like this (with the action fully open)? I have no clue if the Savage is broke or if it's just a safety feature? Thank You and happy shooting.

    I can't say for certain since I don't own one and can't find a manual, but it sounds like it is designed that way. Most likely the shell stopper is not activated unless the action is set to fire (apparently the word I used is filtered-another name for a male chicken...). I base this on the assumption that it would be similar to the Savage 350 loading, which has you loading one in the chamber before loading the magazine.

    I'd be curious if it would load properly with the action prepared to fire (yeesh with the filter) and then closed or only with the action open? I know that the magazine on some guns (Mossberg, I think) can't be loaded with the action open since the elevator is designed to block access to the loading port if the action is open, and apparently Savage took a different approach.
