Am I considered a system builder?

So...I bought a OEM Windows 7 for a new computer I'm building...since I built the thing...am I considered a system builder that's not breaking the law here?

Update:

I'm starting to think I posted this in the wrong place...then again...I dunno where else to post it...

Update 2:

@Steven-Tiger Direct sells them.I don't know why.

    I'm fairly certain you DIDN'T buy the OEM version of Windows 7. You have to prove to Microsoft that you build computers for resale before the will sell it to you. It is NOT something you CAN buy in stores or download.
