It must be Gunnera manicata which grows to that height and more. It grows best in wet sites and has rough stems and leaves with the flowers in green inflorescences at the base. Although it looks like rhubarb and is often called giant rhubarb, it is not related.

One grows in my yard every year and definitely looks like rhubarb.
It grows extremely large and toward the end of Summer send up some stalks that have those round picker balls on them.
The pickers start out looking green and soft but then dry to a round hard pickery ball that catches on everything.
