Which is better or worse: someone who does not believe in God but.....?

Which is better or worse:

Someone who does not believe in God but studies the teachings, attends services, participates in religious activities, follows the instructions of the religion in their daily life, and adopts all morals of the religion as their behavior code yet has no faith in the spiritual aspect

OR

Someone who believes in God and presents themselves as belonging to that religion but who breaks every commandment, knowingly sins and doesn't care, never shows charity and compassion and whose behavior is the opposite of the religion's teachings, and assumes that God will forgive them at the end?

I don't know the answer to this, does anyone have thoughts? Is one scenario better or worse than the other?

Update:

I meant to add that the beliver plans to ask forgiveness and assumes God will accecpt the repentance.

Update 2:

I meant to add that the beliver plans to ask forgiveness and assumes God will accecpt the repentance.

Update 3:

I meant to add that the beliver plans to ask forgiveness and assumes God will accecpt the repentance.

Update 4:

I meant to add that the beliver plans to ask forgiveness and assumes God will accecpt the repentance.

Update 5:

This was an actual discussion I overheard. I don't know the answer. I was leaning towards the 1st situation, but if the second person really is sorry and sincerely asks for forgiveness with a true heart, maybe the second is better because they ask God to judge their salvation instead of the 1st person who doesn't want God to be involved in their life. ?? It is confusing and I know I didn't express myself well.

I know I would much rather live beside the first one.

I would say the 1st one is better than the second. As you know we are judged by what we know. The first person doesn't believe in God but is full of love just as God is. The second person believes in God but doesn't represent what God is.

They are both the same. There is no hope for either of them if they have not given

    their lives to Christ.

God made the rules, so our determinations of the actions of others mean nothing.

How does the believer know if they will have time to ask for forgiveness? No one

knows the day nor the hour.

someone who doesnt believe in god would NOT do such a thing your talking nonsense, but just to go with your ridiculous question the first one is better because jesus said if you hear my words and dont do them you are an unwise man, and then in another part it says if someone who has not heard of me yet does what i have asked it shows that he has my commandment written in his heart. im paraphrasing for you.

amelia. . .both life styles are unacceptable to jesus. he rebuked the religious hypocrites, mathew 23 and he warned of those who continued in their own ways, isaiah 53, luke 13. the only life there is is having jesus in your heart and walking with him in true faith and repentance. dont let someones bad example dictate to your spiritual life. our eyes need to be on jesus and no one else. heb 12.1 and foll. jesus will only ask you about your life, not someone elses! 2 cor 5. chrislandwer@yahoo.com

To me, the first one is clearly better.
