Depending on the amount, it could range from being banned from the restaurant, to being sued. I've seen restaurant managers call the police and have them come down to take information from a group of people who were refusing to pay.

It depends on the restaurant. If you cannot find a way to pay it (call a friend, or if they're very kind give you an opportunity to go home and get the money), they will call the police. You can be charged with obtaining goods by fraud. You could be arrested and/or issued a violation that would carry a hefty fine.

If you pay by credit card then i think it takes it out of your account, ie it goes into negative numbers. But i don't know what they'd do if you didn't have one. :)
