No. See California vehicle code 25279. It only allows amber lights on certain vehicles. Vehicles owned by security companies must be marked with "PRIVATE SECURITY" and only licensed guards my drive them. "The flashing amber warning light system authorized under paragraph (1) shall not be activated while the vehicle is on the highway, unless otherwise directed by a peace officer"
