Hi,
You can use Windows Movie Maker (it's free), but keep in mind that all free video editors have many limitations.
I highly recommend these video suites that are best on the market for beginners (imho):
AVS Video Suite: http://avs-video-suite.org/ (includes Video/Audio/Photo editors, converters and much more, 18 tools suite)
Movavi Video Suite: http://movavi.org/ (my choice :) Video Converter, Video Editor, Slideshow Creator, Screen Capture and more. You can purchase each program separately, at a lower price)
Easy to use, support for all major video formats, many filters, transitions and special effects
You can try them for free and choose the best for you.
Best of luck!

If you are looking for good stuff, try Adobe video suite. If you just want to be able to edit home video, Windows XP Pro has a built in editor that works well for this type of application.

For basic editing, AVS Video Editor is a great choice: It's also free trial, so that's always nice.
