Tinted windows of a police car?

Why do some police cars have deep tinted windows on the back windows? Shouldnt kids who commit crimes deserve the public staring at them sitting handcuffed in the backseat of a police car?

Update:

@ chris whitehrad - but why is it tinted?

Some departments cars are different than others. That's also why not every police car looks the same. I agree with that, but that's just not the way it works.

What if they are giving a witness or victim a ride? Even if it is a suspect, the public shaming can't really be reconciled with the presumption of innocence.
