oversea screening at the EFMP?

Ok, so my husband's company is a whole heck of a lot behind. My husband has to be in Hawaii in less than 1 month and we just started the screening last week. Just got all the paper work in, and they informed us that our older sons doctor said he had a learning disability(he's 2 and we had never heard anything about it before then). Now, I looked online, and from what his doctor recommended when we move can be done over in Hawaii, but we are concerned that they could read the paperwork wrong. So, if they decline our request... what happens next? Do we get our son evaluated and then start the process all over again? All his doctor recommended is that he have a developmental eval and then if he needs it to have him go to occupational therapy. And she said these things could wait until we moved. My husband doesn't even have orders yet because we're waiting on this. If they decline it, will he have to go there by himself and then I would have to take all 3 of our kids on a 10 hr flight by myself? Would they really make me do that? Or would they have him fly back and then fly with us? This is our first time going overseas as a family. I don't know how this stuff works.
