How do I fix "WININET.dll" error?

Whenever I start my computer and open certain webpages, I get an error that says: "The program can't start because WININET.dll is missing from your computer. Try reinstalling the program to fix this problem."

This error shows up for several programs that I have installed already. I can't use Adobe Flash and Reader, Internet Explorer and I can't scan my computer with my anti-virus program. I can download stuff, but I can't install them properly. I'm currently using Google Chrome. What should I do? I'm using Windows 7 if that's helpful.

Update:

I should probably say that the DLL file isn't missing from my computer. If I get the new DLL file online, do I replace the old file with the new? Or delete the file and then replace it?

Update 2:

@Brian- I did try using sfc \scannow in the command prompt, but that didn't really do anything. I am skeptical about downloading DLL files from the web because of the reasons you've mentioned already.

I think the error I keep getting is a virus :(

    You can try to boot into safemode (hold f8 at startup and select safe mode from the menu) and run "sfc /scannow" from a command prompt (windows key + r, type "cmd" press enter, you want to do this first because you will want to review the results of the program running). (Do not include the quotation marks.)

    The library in question is a critical system file and would not be provided with, or fixed by reinstalling the applications that call it, it is expected to be provided by the OS itself.

    If system file checker does not work (and there is a strong chance it will not) I'd strongly suggest backing up your important data and reformatting your machine and reinstalling your operating system and applications. I would strongly suggest against downloading any dll file from a google or internet search, besides potential compatibility and versioning issues, you always run the risk that there is a bit more in that .dll than there should be.

    Given the rate that corrupted system files are signs of larger problems I'd strongly suggest holding onto the backups of your important data and keeping them up to date, a through hardware diagnostic (disk integrity check, memory check, monitoring of system and CPU temps under load and while idle) should be preformed to determine if the file was corrupted from hardware failure, or if it was a software issue (e.g. virus, accidental deletion or overwriting, program trying to alter the file in any way, etc.) If any of your hardware is failing/not performing properly then replace it, if it's a software issue try to keep your security software up to date, and begin to work on utilizing safer computing habits. (Not clicking links in spam, not following "too good to be true" sites, utilizing safer providers of adult entertainment, not pirating software/music/movies that are presented in weird/unknown/obfuscated formats, etc.)

    A lot of this may sound complicated, but it's all fairly easy and well documented. Google and the manuals are your ultimate friend here.

    *EDIT -- fixed glaring typo.

    *EDIT 2-- Good choice on being skeptical, back your data up and reformat, you'll be guaranteed a stable system as long as your hardware itself is not failing.

    Source(s): sfc /scannow scans core operating system files for corruption and if it can it will replace them with clean versions from a copy of the installtion media/service pack files located on your machine. A reformat will wipe your hard drive, and then reinstalling everything will provide you a clean and stable operating environment again. The rest of advice is what I perform on clients computers and advise clients.

    Get that file from here http://www.dll-files.com/dllindex/dll-files.shtml?... and put that file in your C:\Windows\system32 folder. Then try running those programs again.
