My broadband connection is subject to a monthly limit?

currently 40Gb per month. If I use Skype for transatlantic calls does this impinge on my allowance, or does Skype have no effect on download limits?

    Skype is downloading video and sound, so yes it does go on your allotment. You could Skype all day long everyday and never hit 40GB (I'm assuming you mean GB since bandwidth isn't normally measured in Gb (Byte vs bit))

    Anything that doesn't work without internet uses your monthly allotment.

    If you can figure out how make skype worth without using your internet, Kuddos to you.

    It will have an affect on download limit, but you should use too much, it shouldn't be more then 100mb or so per hour
