uses of cement-lined pipe?

I hope you can help me with my question regarding the Cement-lined pipe.

The contractor in a water treatment plant changed the specified Stanless steel pipe to Cement-lined DI pipe.

This will be used in air application from blower, air will have a velocity of 23m/s.

Is this an ideal application for Cement-Lined Ductile Iron Pipe??

I would not accept the cement lined pipe. It is subject to cracks in the cement lining as well as spalling or loss of some of the lining over time. The joints in the pipe are difficult to coat and tend to be a point of high corrosion.

No. The concrete is rough and will disrupt air flow. Those pipes are for wells.
