Im sure Madison Rayne didnt win a singles match in TNA until AFTER she won the TNA Knockouts Title (she won that in a Tag Team match). But she did win tag matches being a Knockouts Tag Champion before winning the singles belt

I'll be honest from being a women's wrestling fan and a wrestling fan in general I can never figure out who has a losing streak I would say Beth Phoenix because we rarely see her on tv and shes losing alot of matches while still being the divas champion.

I'm pretty sure former WWE diva Maria , had an extremely long losing streak in about 2005 or 2006 , losing almost all single matches she had , but she won tag team matches along the way so not sure if that still counts . Anyways I hope this helped .
