Websites are blocked by their IP addresses or by their Domain names ?

Want to know when IT administrators or ISP s block websites , do they block them by their URL names or IP addresses ?

    When a website is blocked, it's usually just the DNS entry that's modified. The DNS entry for the website is altered to point to a page that says that the website has been blocked. The content is usually left intact. So, you can still access the website by it's IP.

    It's also possible that the entire server hosting the website is seized, or that the website is kicked off the hosting server (content deleted from the server), in which case, you won't be able to access the website in any way.

    I'm guessing by domain name. My own website is blocked by it's name here at work. They post their reason is that they "say" it is a web chat site. Some of the top listed websites on Google turn out to be links to advertisers which are blocked by the domain name of the advertiser, but if you go to the site that it is advertising it is not blocked. So my answer is that they go by the domain name.
