I'm going to assume you're returning an item to a seller and seeking a refund.
1) Yes, you'll be paying the shipping cost by printing the PayPal label. Your shipping cost will be deducted from the refund you receive from the seller you're returning merchandise to. When your refund is posted to the paypal account, you'll see the price of the merchandies returned, minus the shipping charge reflected in the transaction refund. There is no "up-front" charge.
2) Once the label has been stuck to the parcel, there is no charge whatsoever at the Post Office. You have already paid the return shipping via PayPal.
I understand your concern regarding fair play from paypal, but you're very safe printing the shipping label. It's the most convenient way to ship a parcel when paypal is involved.
