Would they have to campaign for re-election?

If we had a president in the white house and a congress who were actually being successful at their jobs, doing what the public wanted, and peoples lives were actually improving, shouldn't they be able to get re-elected hands down without campaigning?

    Yes.

In every election there is some campaigning. Now maybe the person you described may not have to campaign as hard, but he/she would still campaign.

In some fantasy world where everyone believes that what they are doing is best for the country, then yes.

But we live in the real world, where the success of a politicians policies can often only be measured decades after they're dead.

Realistically not everyone is ever going to think they are doing a good job. People spend too much time concerned about their pet causes that are or are not getting the attention they deserve. We’re never going to get everything we want. We don’t get everything in our personal lives, why should we in a government that is designed to represented more than 300 million people?

They would prefer things to remain, as they have been, the last 15 years... Where they, create the policy's....
