Adding on to No Name's answer (but vote for him), I'm reasonably certain even party members on other worlds get experience. There's basically one universal experience bar that fills up as you kill enemies, though different party members may require varying amounts of experience to reach the same level.

You mean who gets the EXP when you kill an enemy? Well everyone does. Sora, Donald, Goofy, and all the other partners get the same amount of exp. Even the party member who you don't use (like let's say you use Donald and Goofy, but not Aladdin when you're in Agrabah), Aladdin still gets the same Exp too.
