You just have to make a thinner batter and cook them at 375 d F, quick and even cooking will do this, I use to buy small cold water cooked shrimp, dust them with flour and flash fry for a salad in one restaurant I worked in.

Not likely. If you bought them already cooked they will be chewy if you do anything more than heat them through. You could try running water over them to partially thaw them, then batter and fry them. If they are still partially frozen they might still be edible by the time your batter is crispy. If you try this, pat them dry before battering them so it won't fall off while you are cooking.
