How do I set posts for a pre-built panel fence?

I have read in different places that I should not set all of my posts ahead of time since fence panels could differ slightly in length and I might be way off by the time I get to the end. Is this true? If it is true and I need to set each post as the panels go up how can I do it without having to wait for the cement to set each time I put a panel up?

    You do not wait for the concrete to set.

    You pour dry concrete into the post hole and stake the fence in position.

    Pour a gallon of water in each hole on top of the dry cement powder when your fence is all up and aligned.
