are there rules for denying leave?
other than the obvious operational capacity percentages, so many need to be at a unit at one time, not during deployment, etc.
I am asking because I have not taken leave in a year and I have some family functions coming up that are very important to me. In the event leave is denied, is there an appeal process?

nope. leave can be denied for any reason, and the reason (if denied) may not even be given to you.
best course of action: keep your chain of command in the know and FORECAST your leave EARLY. leave approvals are almost always "first come / first served"

While the unit is in garrison and not currently prepping for deployment, the CO is limited on how many troops can go on leave at once. Your best bet is to request leave ahead of time.

Nope. A commander can deny leave for any reason. Just talk to your first sergeant about it, through the chain of command of course. And if it does get denied, ask your plt sgt to clarify why. Just dont plan it during some mandatory training or trying to get out of something.

there is no appeal. in fact on one occasion DH had already signed out on leave when he was recalled( and no not on 9/11)

Depends on who disapproved your leave. If it was the first level in your CoC, then you could always take it up a step, but if the top dog disapproved it, then suck it up!
