so i was busy the past three times he wanted to hang out and then i congratulated him on something he won and he was like oh you didn't notice on the day but thanks anyway... and i want to see him and am too scared to ask if he wants to hang out! how to do this naturally!

Considering that he wanted to hang out with you, I don't see why you should feel scared to ask him to hang out. Judging from his response, it could be that he's worried you don't care enough as much as he does. Asking him to hang out would be the best option, and see where it goes from there :)
