It is not a sector, no. You would apply to serve as a community service volunteer -- in whatever capacity -- and then look for side projects.

PLENTY of PCVS to documentaries and things, but it's not their main goal. What you try to do as a PCV is *Teach* whatever.If it's filmmaking, great. There's likely a market wherever you'd go. But know that their tools are far more rudimentary than ours -- it would be likely that your hosts would expect you do not only do everything but fund it. That is NOT what Peace Corps tries to do.

Probably not. Peace Corps volunteers tend to DO work, not document the work of others.
