Your question is impossible to answer without knowing more about your set up.
What size tank?
Do you have a filter?
How did you cycle the tank?
Have you tested the water?
What kind of water conditioner do you use?
Does the tank have a hood?
~ If the water conditioner is that old, I would replace it. Prime or API StressCoat are both good products.

1. slime is probably nothing to worry about,
2. do you really know what cycling means? some people don't quite get it, even people in pet stores like walmart/petsmart/petco
3. when you say "cleaned everything" it may indicate that you don't understand how to cycle a tank or maintain the biologic filtration.
4. don't ever refer to a 10 gallon as a big tank, it's smaller than the smallest tank I would ever recommend to anyone.

I have a strong feeling your tank wasn't properly cycled.
Edit: Your details are very vague. What did you test? Ammonia? Nitrites? Nitrates? PH?

The water condition may be the problem. If tetras are not affected then the water is acidic and most other fishes prefers alkaline water.
