2006 Jeep liberty has a sinking brake pedal?

I have a 2006 Jeep Liberty, the brake pedal sinks to the floor when holding it while the engine is running, but when the vehicle is shut off, or when the main vacuum line to the booster is pinched off the pedal becomes and stays firm and does not sink. The master cylinder has been replaced, the master cylinder has been bench bled and bled on the vehicle, as with the rest of the brake system and ABS system has been flushed. I'm at a loss of what it could be. I'm leaning toward a booster leaking vacuum, but I'm not positive about it. Anybody had this happen to them, or anyone know about what is going on?

Update:

Pads and rotors were done a few weeks ago, brakes were fine until somebody cut me off and I had to make a hard stop.

    if you are not losing fluid then it must be air in the lines

    need to bleed the lines
