is verizon high speed internet 1.1-3 mbps the same price as 7.1-15 mbps?

i'm looking to upgrade my internet speed, i currently have verizon high speed DSL at 1.1-3 mbps. when i go to verizon's, they have "good" and "better", the better lists 3 different speeds, but only one price.

    Yes, these devices have the same price, or they have the same costs!
